i need to change my country region and i cannot bc i have $1.02 left in my balance , i do not know how to contact itunes to tell them to clear it up for me please help me out quickly..

If you cannot call Apple Support and you cannot add a payment method in your region to make a purchase that will first be deducted from your Apple Account with the remainder billed to the payment method, then you will not be able to change your region using your Apple ID.
You could log out of your Apple ID, factory reset your device and create a new Apple ID when setting it up. You will lose any data linked to your previous Apple ID and your phone will be wiped.
In order to use the App Store in your new region, you may also need to add a payment method that is located in that region.
