I have a problem. My phone was registered in the country of Canada. Now I want to change to America, New York. What should I do? I tried more than once. It will not work. What is the solution?

You can change the country / region set for the iPhone in Settings ➜ General ➜ Language & Region ➜ Region.
If that is not what you mean, then please clarify what you are trying to do in as much detail as possible.
Apple allows the associated Apple Account to change, though there are requirements:

An iPhone itself? Not what you mean, there. Apple devices are built and sold for use in specific countries or regions, and that doesn't change, for instance.
Settings and keyboard layouts and timezones and related details can often be changed, though that depends on what you're trying to change.
Cellular carriers and their available cellular plans have their own settings and requirements, too.
