Your question is unclear. You can access your contacts in the Contacts app. If you are trying to recover recently deleted contacts, you can go to iCloud.com/recovery > Sign in with your Apple Account > Select Recover Contacts, and restore a previous archive. Note that you can only restore up to 30 days deleted contacts. Otherwise please elaborate.
