QuickTime Player > File > Export as...
Finder > right click > Services > Encode Selected Video Files...
With Handbrake.app, VLC.app, Shutter Encoder.app, ffmpeg (losslessly) etc...
...but why do you want to do that?
As these files use H.264 AVC video, the .mov and .mp4 are equivalent and do not need converting. If you think there is a benefit for .mov in your setup, then just rename the file suffix.
QuickTime Player export would re-encode the file to the same video codec, causing the copy to be of slightly lesser quality.

Maybe it has some incompatible video codec or codec detail. MediaInfo and Invisor can display those details.
Anyway, you should be able to play it with apps like IINA and convert With Handbrake.app, VLC.app, Shutter Encoder.app, ffmpeg (losslessly) etc...
...but why do you want to do that? Does some site insist using .mov??
