I phone turned off and find my not showing location

My son's iphone is lost. I have put it in lost mode, done all the steps, but find my will not show its location. Everything is set up correctly on the phone. Can apple help me locate this phone?

iPhone 14 Pro, iOS 18

apple can't legally track any products they sell to customers, but they do provide a means for people to track their devices should they be lost or stolen

in order for the iphone to provide a location it needs to

have power (and be not fully turned off)
have gps connection
have a internet connection
