Locating iPhone 16 Pro without Find My app configuration

There is no means for a user to use the iPhone serial number, IMEI, or other details to track a lost device, as that would be a privacy catastrophe.

Your carrier can choose to track devices using cellular, but you’ll have to convince them to track it, and that won’t be easy. And the tracking won’t be accurate.

If you know approximately where it was lost, go there and call the phone and see if it rings.

Nope. If Find My was not enabled, the only way is to look for it the old fashioned way, with your eyes.
