Family Sharing - Ask To Buy notifications via PHONE NUMBER

I am having an issue with the Family sharing "Ask To Buy" notifications from my daughter's iPad. I only receive the notifications on my iPhone/iPad/MacBook if I set my Messages app to receive at my email address in addition to my phone number. I do not want to turn on the ability to receive messages at my email address as I have had numerous issues with this over the years when people accidentally use my email instead of my phone number and I end up with 2 separate Message threads with the same person in my Messages app. I find it very annoying and was a semi regular occurrence before I turned off my email address as an address that can send and receive in Messages.

Before I get this link shared, YES I have looked at the "If Ask to Buy isn't working - Apple Support" and it does not address my issue in any way.

Is there some way to ensure the iPad that is sending out the request uses my PHONE NUMBER instead of the email of my iCloud account?
