Yes, every person needs their own Apple ID. Sharing Apple ID's among family members is not a good idea and should only be shared on devices used by the same person. This has long been recommended by Apple:

The Apple One subscription comes in an Individual Plan for $19.95/month(US) that can only be used by one person. The Family Plan is $25.95/month(US) and can be shared with up to 5 family members using Family Sharing.

The shared voice mails have only been reported when 2 phones are using the same iCloud. I have not seen it happening with Family Sharing and there is not even an option to allow it.

Did you purchase the Family Apple One subscription to share the services with your wife or attempting to share the Individual subscription using Family Sharing?
