How do I manage photo sharing on daughter's iPad?
I have an iPad for my daughter and we are in a "family" however, I do not want to share my photos with her. Is that possible?

Yes. She needs her own Apple ID, as do all users. Otherwise, your devices will share your data.

There is no requirement to share photos. Unless you explicitly share, she would not have access.
How would she not have access? I didn’t “explicitly share” them with her. It literally shares all photos with all devices that share the same Apple ID. She is 7. She doesn’t need her own Apple ID. I just don’t want the photos from my phone going to her iPad and vice versa.
