How do I get Apple Cash in my iPhone settings. I currently don't have it

It is not available for you. Be careful fraudulently representing your location, it violates Apple terms of use and you may find your Apple ID Locked, requiring you to create a new one. Make sure all your data is backed up, it could happen at any time.

You do not qualify for an account.

“Apple Cash may only be used for personal, non-commercial purposes. In order to create an Apple Cash Account and use the Services, you must: (i) be 18 years of age or older; (ii) be a United States citizen or lawful permanent resident; (iii) have a physical residential address in one of the 50 states of the United States or the District of Columbia (collectively, the “U.S.“).

It’s against the terms and conditions and when they have to upload a state id and social security card, their accounts will be locked and they forfeit any funds in the account. Apple Cash is not what you want to try to open.

Just expect your account to be locked at any time. The funds that you currently have in Apple Cash will be frozen and you will no longer have access to it. Why you may think you are qualified, you are not and that is spelled out clearly in the Terms of Use that Jeff Donald provided. You may think that it will not happen, but honestly I see it at least once a day here where a user's account has been locked and they have money in Apple Cash that cannot be removed. Those users claim they have no idea why it happened in their post, but at least for you, you will know why it happened. Good Luck!
