Preventing Zombie cookies from respawning in Safari on Apple devices

Is there a way to stop cookies from respawning once you delete them?

These are called Zombie cookies and there is a lot of reading material on the web about them but nobody ever has a solution to avoid/stop them.

Even when you under settings/privacy/website data delete all data they still reappear.

I see for instance bbc.com reappearing even though I have all websites closed at the time.

I hope Apple can add some features in Safari that tracks such behaviour and stops it.

Thanks
