Went to my cell phone carrier looking to purchase a new iPhone 15 or 16 for my teenager and the salesman told me TikTok may not transfer to the new device due to the ban. His data is backed up to his cloud drive. Has anyone transferred the app since it was removed from the App Store?

That is correct! Setting up a new phone does not actually transfers apps from your previous phone, it just transfer the list of apps you currently have to download on your new device from the App Store. Obviously if the app is no longer available in the App Store, your new device will not be able to download it.

No. Apps never transfer, only app data transfers. Apps are redownloaded on the new phone.
No apps transfer to a new phone. What gets transferred is the link to the app for the new phone to download from the App Store after setup is complete. Of course with TikTok not being in the App Store, it will not be downloaded on the new device.
