We do not know if you are using a Mac, iPhone, or iPad or which OS version is installed.
Generally, Apple Support has an article online (link below) that may help with a solution for recent models of above: See what to do: If you can't accept iCloud Terms and Conditions - Apple Support

For models with older OS versions:
Seems, for now, Apple has made sure iCloud continues to be usable without signing the T & C.
You may want to check if OS updates are available to keep security etc. up-to-date : ie: Go to: Settings > General > Software Updates (Please remember it is wise to back-up data first before installing OS updates)
