Hello, can anyone tell me why my built in password manager does not work properly. It is not activated when I have to fil in
the inlog data of my accounts.

Have you have enabled Password AutoFill in iPad settings?
Settings > TouchID | FaceID & Passcode > AutoFill Passwords - set to ON
