Why do I have to pay monthly fees for previously purchased music?
Why do I have to pay monthly fee's to hear music I have already paid for ? Has anyone else have this happen ?

There are no monthly fees to listen to Music that you have previously purchased. Are you able to view the previously purchased music by checking your Purchased list like seen here:
