Do you want to downgrade your service to the free 5GB plan or delete your Apple ID altogether to permanetely remove all data?
To downgrade your iCloud plan, follow the steps here:
Downgrade or cancel your iCloud+ plan - Apple Support
To not use iCloud any longer, you will have to shut off iCloud backups and turn off iCloud storage for any apps that are currently using it. Refer to Settings > [name on top] > iCloud to turn off those apps and backups.
It may help to know what the problem is that you are trying to solve.
