iphone storage says photos takes up 123 GB

I have an iphone 13 with 128 GB of storage on it. i constantly get alerts about full storage. in settings, it says that 123 GB are used up by photos, 11 GB by messages, 7 GB by notes, and so on. this is clearly impossible as those 3 apps alone would sum up to 141 GB, even though i have 128 GB on my phone. how can i fix this? i’ve already powered off and on many times and nothing fixes it. it’s been like this for months.
