How can I clear my Apple Account balance?

You’ll either need to spend it or if it’s not enough to purchase a product or service, you’ll need to contact Apple Support to have your account set to zero. As an alternative, add a payment method and purchase an item for more than your account balance. Change your Apple ID country or region - Apple Support

Add a payment method and make a purchase greater than $3.44 and your Apple Account is used first and any remaining balance is subtracted from your payment method. You can buy something for less and that way give Apple less of your money. Barring that you can give $3.44 to Apple.
