There were four generations of Apple wireless keyboards. Which exact model do you have?

Note that this support article only goes up to macOS Sonoma. This may indicate that these older keyboards may not be compatible with your new M4 Mac mini.
Ok that could be a 3rd gen (MC184LL/A) or (MC184LL/B) model. The former was released in 2009, and the latter in 2011.
They are both fully functional up to macOS Mojave, but only partially compatible up to macOS Sonoma. From that I would glean that they would not be functional at all with Sequoia. However I don't have any means to test that for you.
I have already provided you with the support link to see if it can help you get it paired with your mini. Just keep on mind that this is not an Apple Magic keyboard and may not work.
I have an A1314
and an A1339 trackpad. If either can connect I could use that to get things going.
