If in Apple Cash:

If the funds were not yet accepted:

Open imessage

Long press on the amount for menu options to cancel the payment.

Or

Open the Apple Cash Card

Tap on the transaction

Tap cancel payment

If the funds were accepted:

Ask for the funds to be returned.
