when installing steam, the mac requires installation of rosetta, but nothing happens during the download phase, I also tried to install through the terminal, there is a download error

Rosetta 2 should install quietly, when you run the app the first time if it is required unless its already installed for something else, then it should just use it and run the App.
There may be issues preventing the Steam launcher from opening though as described in the following thread on the Steam forums:
when I start steam the system offers to install rosetta when I accept the installation phase hangs and if I install through the terminal there is this error
