What is the purpose of having a secondary Apple ID?
What are you looking to accomplish?
You can sign in to a different Apple ID for each Apple Service if you want to. App Store, iCloud, Messages, FaceTime.
If you sign out of a service and go back to sign in you should see an option to create a new Apple ID.
Same thing would be available if you create a new user account on your Mac. You should be prompted to sign in or create a new Apple ID at that time.
Alternatively, you can follow the steps in the support document linked below.

Sounds like you want to setup multiple users on one Mac.

You’ll still need the second Mac local user to support the 2nd Apple Account. (previously called Apple ID)
