Apple TV A1625 rapidly blinking light, wont turn on

I have:

- unplugged it several times.

-rebooted my wifi

-charged my remote

MacBook Air 13″, macOS 12.7

The status light blinks slow then fast then slow Kept getting the black screen upon trying to turn on my Apple TV. Every time. Step 1 to try on some online article was press 2 certain buttons on the remote then unplug the TV and replug. I have a Sony TV w the Apple TV box. i pressed and held the 2 buttons on the Apple remote. A menu screen appeared then a green screen then dark and the box light started flashing rapid as mentioned in the article. Next step was unplug the tv which I did. I’ve plugged it back in and the box has been flashing slow about 5-6 times then rapidly maybe 5x. The Apple logo flashes occasionally on the tv screen. it’s been about 15min. Wasn’t sure if it’s software install or what. The list of flashing light indications doesn’t mention fast then slow meaning.

If you have a Mac or Windows PC, connect the Apple TV to the computer using an USB-C cable and follow these directions:

I saw that info before, but I don't know how to access the Apple TV to "restore" it?

I updated my phone, but haven't updated my apple TV. I just don't know how to connect to it.

I don't have the cables to connect to my computer, why can't I just use my phone? I can connect with those cables.
