Find My stopped working for some people with my new phone?

Today I made the switch from an iphone 13 pro to the 16 plus. important note- I also have an ipad. on my new phone i went to check my boyfriends location only to be met with "no location found" naturally I panicked thinking he turned it off (as many people commented for similar situations) but checked my ipad to see his location was still on. I decided to stop sharing and have him reshare to see if it would work and the second he turned it on it immediately said no location found. I know he didn't stop sharing it but have no idea why this would be happening otherwise. any advice?
