they need to follow those steps so that they can access the Mac. and then they need to prepare the Mac for you following the steps in What to do before you sell, give away, trade in, or recycle your Mac - Apple Support (also provided by BobTheFisherman)

if all of that is not done prior to them giving you the Mac, then said Mac will be useless for you.

And then this has to be done before selling to you: What to do before you sell, give away, trade in, or recycle your Mac - Apple Support

If these actions are not taken prior to selling to you, the computer will not be usable by you.
