Is this a scam???

I was reading a text and when I went to put my phone down the bottom portion of the screen came up with a message and menu with options:

Give or Receive and then it had a monetary amount in the middle "1" with a plus and minus on each side.

It appeared as if was part of the iOS and not a "popup".

It had a bar at the top of the message (which took up about 1/3 the bottom of the screen) and I was able to just scroll it down and get rid of it.

I have never seen this before.

I can't recreate it to get a screenshot.

Just wondering if anyone has seen this or could give context.

I've searched google and can't seem to find anything close.
