'Unable to complete request' error when downloading apps on watchOS 11.3

When attempting to download specific applications (e.g., “Lookup”), an error message appears stating, “Unable to complete request. Try again later.” This issue has persisted for several months, and the current watchOS version in use is watchOS 11.3. Is there a potential fix?

Are you using a VPN or other security software on your iPhone or Wi-Fi router? If yes, turn them off and try again to install the apps.

Did you try to download the app directly onto the watch by using the AppStore?

Did you already force restart your watch after the latest watchOS 11.3.1 update by pressing and holding the Digital Crown and the Side button together for about 10sec, until the Apple logo comes back again?
