After using my MacBook for a while, I notice that the corespeechd process starts consuming over 100% of the CPU. I don't use Siri or Dictation, so which programs should I suspect? If there is a permanent and safe way to fix this issue, I would like to know.

old issue, new issue, what changed?
dictation and speech recognition capabilities if you're using headphones with a built-in microphone or AirPod..., your Mac will begin to recognize and process your voice....
make some changes to your settings
turn off Siri Siri settings on Mac
turn off dictation Dictate messages and documents on Mac - Apple Support
turn off speech recognition Control access to speech recognition on Mac - Apple Support
The current stable release of Sequoia including bug fixes, security updates is macOS 15.3.1
