iPhone hotspot keeps disappearing

By design, your iPhone's hotspot will disconnect (to preserve battery power) when your iPad is idle/locked.

However, if both your iPad and iPhone are appropriately configured, your iPad will be able to automatically wake and reconnect to the iPhone hotspot...

On your iPhone:

Settings > Personal Hotspot > Allow Others to Join - set to ON

On your iPad:

Settings > WiFi > Auto-Join Hotspot - set to Automatic

You should note the Bluetooth must be enabled on both devices.
