Apple has absolutely no control over what devices or iOS versions UPI supports. UPI has made the decision to not support any iPhone which at a minimum cannot support iOS 17. You can contact UPI, but they aren't likely going to waver on this minimum requirement. What you can't do is expect Apple to have any way to help you here. If you need to be able to use UPI, then it's time to retire old iPhone and get one which does support UPI.

UPI has decided to abandon support for your phones. Apple did did not decide this, UPI did.

UPI is forcing you to buy a new phone.
