have the region and language set correctly, and the payment method is a Ukrainian card, but the currency is displayed incorrectly (in dollars instead of hryvnias). What needs to be done to change the currency?

Currency is controlled by the Region set for your Apple Account, not the iPhone's region.

From what I can find, the Ukrainian App Store does in fact show pricing in US dollars. It's specific to that store, as the US store does not have the USD label or uses "," in place of periods.
There is no way to change the currency, no setting or switch however.

My Apple account is set to the Ukraine region with a Ukrainian payment method
Then the prices you see in the App Store are in Ukrainian currency, not US dollars.
Why do you think they are in dollars? What do you see exactly?
