How do I change the region in Apple Account to convert the balance to another currency?

I recently used a gift card. I thought I could make a payment without a card, but it didn't work. Can I ask support to change my region and convert these $25 to another currency?

Of course you can ask:

Contact Apple Support - Apple Support

But, don't expect that they will be able to do anything about it.

Gift Cards are only redeemable and usable in the region where purchased.
You cannot change your region with an Apple Account balance.
There is no currency conversion of your Apple Account.
