How i can chat with apple to change my region in apple account? I have gift card that prevent to change region. Can i Reset it to zero and change region? If yes, where i need to contact?

If Support is not available in your region, then you will have to spend the money yourself and you will likely need to add another payment method in order to do that. If that is not possible, then your only other option is to create a new Apple Account and you will have to abandon/delete your previous one.
