Opening PDF never was an issue, now when opening PDF asks for my password

when I attempt to open a pdf file that has been saved on my computer it will not open it up it states it needs a password. The owner of the document has not attached a password it is on my end with my computer.


I feel like this changed after a system upgrade.

Preview has a bug where it locks the whole PDF even if the original author/creator of the PDF only restricted editing the file. This lock usually get transferred to the whole PDF when a user uses the Preview app to fill in a PDF form since PDF forms tend to be slightly locked down except for the fill-in part. Best to download the PDF again and use some other third party app to access the PDF.


I think a macOS update may have partially fixed the problem, but I'm not certain. I think this bug may have existed for a while, but really became more wide spread with the release of macOS Sonoma & Sequoia.
