Pairing Bluetooth iPhone 16pro with Bluetooth MacBook Air M3

The Mac and the iPhone do not "pair" in the usual sense as one would pair a speaker to a laptop or AirPods to an iPhone. Pairing a Mac and iPhone is not a thing.

You will use either iCloud sync or local syncing to the laptop for the iPhone via a cable and the Finder or via wi-fi.

To use iCloud sync, enable wi-fi on the iPhone and make sure that you have signed in to the same Apple Account that the Mac is signed into. Also, do enable Bluetooth on both devices. Bluetooth only need be enabled because, as I said, pairing the iPhone to the Mac is not a thing.

That's correct. that has never been supported. Continuity, handoff, airdrop, etc. do not require traditional bluetooth pairing.

What are you trying to accomplish?

A. Rid of Security Software:

Do you have any Security Software installed on your iPhone? If so, then that may be blocking this out. So, remove the Security Software.

B. Is the a Company-Owned Device?:

If the is a company-owned device, then you'd have to speak with the parson who manages the devices, as citations may have been placed on it.
