Varjak's idea of going to a print shop is good, it's also worth checking out any libraries in your area. Some offer free printing or very discounted rates.
Well obviously, without a printer or access to one you're not going to be able to create a physical document. You could just send an email, or you could look for a local print shop that allows printing via Wi-Fi from phones. An online printer that would print your document might be available, but I expect that it may be difficult to find one that would be cost-effective for just a single letter.
