When I go into national lottery site my iPad thinks I’m out of the uk. I’m in the uk so how do I fix this?

Several reports have been seen in recent days concerning this issue. Assuming that you are unlikely to be using a VPN, there are two potential settings to explore:
1) Safari (most likely)
Settings > Apps > Safari > Hide IP Address - set to OFF
2) iCloud Private Relay
Settings > [Your Name / AppleID Account] > iCloud > Private Relay > Private Relay - set to OFF
