I just downloaded iTunes on my laptop. It knows who I am so everything is available. However, I want to be able to download all 859 songs that I have purchased in the past. That functionality is missing for some reason.

Unhidden past purchases should be listed in your library such that they can stream or download on demand. You can use Ctrl+A to select all, then right-click and select Download from the context menu. I recommend you click on the activity widget that starts up to show download progress and untick Simultaneous Downloads. One at a time may be more reliable.
