I already tried multiple solutions related to this issue; however, nothing has changed.
-I haven’t updated yet
-Notes are ON, in “On My Iphone”
-it is also synced on iCloud

What do you mean by “I haven’t updated yet?” If that means you are on an older iPhone operating system, then the very first thing I would advise you to do is to update to the latest iOS 18.3.1.
Then if your Notes are still not appearing, I would check your Recently Deleted folder, where they may have shown up by accident. Recently deleted notes will stay there for 30 days before being unrecoverable.
