Restoring deleted iCloud Notes backup on iPhone

if I delete my notes in icloud with my iPhone, how could I get the backup back?

If you were syncing notes with iCloud and you deleted them in iCloud, they would not be included in any backup. Once deleted, they are deleted. That is IF you permanently deleted them. When you delete notes, they go to a recently deleted folder, where they can remain for up to 30 days, to give you the opportunity to restore them. Open the Notes App on your iPhone and see if there is a recently deleted folder and if there is, you may be within the 30 day window to restore your notes. Again, if they were deleted permanently, there is nowhere to get them back from.
