Why do I feel a slight vibrating sensation when I run my hands over my MacBook Air while it’s charging? How can I get rid of this issue? Why hasn’t Apple done anything to fix it, and is it harmful?

If your MacBook is vibrating when charging it usually means your charging adapter is damaged. It's called electrical grounding, make sure you are using a genuine Apple MacBook adapter and you should be fine. If you are using a real Apple charger and the MacBook is still vibrating then the charging adapter is faulty.

Mac Vibrating While Charging:
Do you hear a buzzing sound? Do you feel vibrating elsewhere? Do you hear a whooshing down from the fan? Is the case lifting for indenting on the Mac? If any are the case, then the battery may be corroding, making this havea Health Hazard. So, get this serviced.
Getting your Mac Serviced:
Take this in for a Genius Bar Appointment at your local Apple Store. Bring a proof pf purchase with you. There, it would be diagnosed, and you'd be provided with a cost.

B. Contact an AASP:

Using External Devices: Try Resetting the SMC and NVRAM, but this time, using an external keyboard. Connect an external monitor and see if you get an output.
