How do I fix a white password screen on iPad after login?

Are you referring to the new Passwords App, or your iPad screen after entering the device Passcode? Something else?
If the problem lies with the Passwords App, if this is just showing a blank white page... assuming that you have added the Passwords App to your iPad Dock, swipe upwards from the bottom of the screen to expose the Dock - tap the Password App icon - then tap New Window. This should open another Passwords App window showing your stored Passwords.
