That would only be possible if you gave your Passcode to someone else. It is the Passcode that is used to authorize transactions, and if you allow someone to use your device by giving them your Passcode, then you have also authorized them to make transactions.
If the person has already received the funds, then you have no way to cancel the transaction and there are no refunds for Apple Cash transactions when sent to another party.
