What do you mean exactly?
Do you mean someone has access to your iCloud account? If yes, follow If you think your Apple Account has been compromised - Apple Support
Or do you mean you have an unknown iCloud account on your iPhone? If it’s this, did you buy the iPhone secondhand from somebody? Or did you allow someone or you yourself sign into someone else’s iCloud account on your phone?
