Apple will NEVER try to perform service on a liquid damaged iPhone. Nor will most "shops" which will more than likely make matters worse. Sorry, but this advice is not very good and could cost the user even more money, when what they really need to do is buy a new phone.

Pretty much $0. A liquid damaged phone is ready for the recycle bin. Please recycle it responsibly. Apple offers recycling as do most electronics stores, like BestBuy.

Anyone can spend money anyway they want. I wouldn't throw money at a device which may never be repairable. I'd take the money and put it toward a new phone. But that would be my way of dealing with a liquid damaged phone.

Generally speaking no, the corrosion continues to spread through all the electronic components.
None of the independent repair services in my area will touch an iPhone with water damage. They won’t put potentially damaged parts in a customer’s phone. How could they ever warranty a repair?
I am professional technician and very passionate in my work. Not everybody
is same. There are lot of technicians are willing to ‘save’ the device in these kinds of situations and not only for the money. I prefer using the word ‘save’ than service.
I don’t know about the service in your ‘area’. They could be just afraid that device will be on their head if it got dead from repair. Water damaged devices are very hard to repair and probably have to dedicate the whole day for just one device unless they bring it on time and of course they will charge money on that.
So as a technician, My advice will be like this. You can call it bad advice like you said. Take it or leave it. But that’s the way. There’s good and bad in every field. choosing right place to repair, there’s choice.
