Blocking stolen iphone 15 not yet setup.

I purchased 2 iphone 15s, one only 3 months old and still under warranty but had them stolen prior to me setting it up. I have the serial numbers and IEMI. How do I block these phone? They have nothing installed so I can’t use Find My Phone.
