iPhone 13 Pro Max not receiving notifications due to background internet issues

Hello!

My internet (cellular data and Wi-Fi) does not work in the background. Therefore, notifications do not come to the phone from all social networks. Only after entering the applications is the connection to the network established and the data is updated. I did a full reset of the network settings, also a full reset of the settings themselves, it did not help. There is no VPN on the phone. Do not disturb mode, everything is off. Power saving mode is also off. Nothing helps, even a full reset of the settings. The problem arose 6-7 days ago. Phone model Iphone 13 Pro Max
