I want to move photos from iCloud drive to iCloud

Well, iCloud is more than iCloud Drive-- iCloud has several independent and separate sections, like iCloud Photos, iCloud Drive, iCloud Mail, iCloud Backups, and so on. But everything shown on iCloud Drive on your Mac is copied to iCloud Drive at iCloud. com--unless it has an icon like this in the iCloud Status column:

which means it is ignored and can't be copied to iCloud Drive.

A Photos Library cannot work from iCloud Drive. If you find one there, you should move it to your Pictures folder--just drag it there and drop it in.

If you want your Photos Library to be copied to iCloud Photos at iCloud.com, then you need to make sure that this is you System Library (Photos' Settings>General) and that it is connected to iCloud (Settings>iCloud.)

Sorry, your question makes no sense. iCloud Drive and iCloud are the same location.

If it's on iCloud Drive then by definition, it's on iCloud.

What exactly are you trying to accomplish?
