So, I want to make a personalized voicemail, but I continue to get spam callers and people I don’t know trying to reach me, and I don’t want them to hear my voice or know my name. Is there anyway I can make a personalized voicemail/greeting that only my contacts or specific people I choose can hear? If not, is there anyway I can go around it?

No there isn't. Use the default greetings instead of personalized one if you don't want them to know your name.
Voice mai is an option from your cellular company. You can ask them but I doubt it is possible. Good luck!
