Can Time Machine Really Be This Bad?

All I am trying to do is backup the internal drive to one external drive, and an external drive to a second external drive. So, internal drive backs up to external drive (2). External drive 3 backs up to external drive 4. This does not seem possible in Time Machine, as the setting for the two destination drives are universal, meaning, if I change one, it changes the other.

Again, my system runs 4 drives: 1) The internal mac hd, 2) a backup drive for the mac hd, 3) an external drive for music projects and files, and 4) a back up drive for the music projects and files. If I set up drive 2 to exclude backing up external drive 3, then try to set up drive 4 to include drive 3 but exclude drive 1, the settings change on drive 2. I cannot believe this is true, but I also cannot find a solution.

Also, I have backups on a drive from my studio mac that I cannot find a way to restore onto another hard drive. I have posted the problem several times and received suggestions that involve steps and buttons that aren't possible on my computer. Pulling my hair out here.

Anyone?
